Steve Harfst

Steve Harfst

Steven E. Harfst is the Founder and Chief Executive Officer of Roam Technical Services, LLC.  Mr. Harfst has over 38 years of aviation industry experience, 10 of which were serving as a U.S. Naval Aviator flying the F-14 Tomcat.  Mr. Harfst’s professional experience includes serving as the Chief Operating Officer of North American Airlines, IndiGo Airlines and Allegiant Air as well as the Chief Executive Officer of both USA 3000 Airlines and Eastern Air Holdings.  Mr. Harfst is an FAA Airline Transport Pilot and holds a Bachelor of Arts degree in Business Administration from the University of Washington.

Kempen Cloete

Kempen Cloete

Kempen Cloete is our Executive Vice President of Programs and Engineering and brings over 30 years of program management and engineering experience in the aerospace industry. Mr. Cloete started his career as an aerospace engineer specializing in aircraft structures and for over 20 years has held senior management positions at leading aerospace manufacturing companies including The Boeing Company, Bombardier and Goodrich. In 2009, Mr Cloete started an aerospace engineering service company which obtained supplier approval at both Boeing and Bombardier. Mr. Cloete earned a Bachelor of Science degree in Mechanical and Aerospace Engineering from the University of Pretoria, South Africa along with a master's degree in Project Management.

Erich Hopkins

Erich Hopkins

Erich Hopkins brings over 25 years of experience in FAA STC project management and major alterations serving as our Accountable Manager and Director of Maintenance. Mr. Hopkins began his career in 1993 as a consultant in business and design engineering, eventually earning the role of Designated Engineering Representative (DER) with specialties in FAR Part 21, FAR Part 27 & 29. An experienced ODA-STC Administrator, Mr. Hopkins has supported industry leaders such as Southwest Airlines, Honeywell, and the Lockheed Fort Worth Company.  He has managed over 120 Supplemental Type Certificates and PMAs while also assisting in the preparation of Quality System Manuals and Repair Station Manuals.  His experiences from the oil industry to instrumentation to defense aircraft systems to commercial aviation brings to RTS a unique blend of skills to navigate the complex world of aviation regulatory compliance and project management.  Mr. Hopkins earned a Bachelor of Business degree in management from Texas Wesleyan University.

Mike Borfitz

Mike Borfitz

Mr. Borfitz is the Director of Quality at RTS and also serves as the CEO of Kilroy Aviation, based at Salisbury Regional Airport, MD. He is an ODA Administrator and Management Designated Engineering Representative (DER) with FAA delegated authority to approve data in the technical disciplines of Flight Test and Powerplant, Parts 23 and 25. His 42 years of engineering experience includes 23 years of public service with the FAA and 13 years with the Boeing Company, plus a wide variety of private experience as a contract DER and regulatory & safety consultant. He is in demand as an expert witness in civil litigation involving aviation safety as well as type and production certification. He has written a variety of articles on subjects such as FAA certification of unmanned aerial systems (drones), FAA safety, certification and delegation.  Mr. Borfitz is a Vietnam war veteran, and a life member of the Disabled American Veterans (DAV) and the Society of Flight Test Engineers (SFTE). He earned a Bachelor of Science degree in Aeronautical Engineering from Rensselaer Polytechnic Institute (RPI) in 1980.

Nick Olmsted

Nick Olmsted

James N. (Nick) Olmsted is both the head of the Kilroy Aviation ODA Unit and an experienced FAA Consultant Designated Engineering Representative (DER). Mr. Olmsted has 20 years of experience completing over 250 Type Certification (TC/ STC/ TSO) projects in a broad range of aircraft/helicopter and types of projects, including Boeing, Airbus, King Air, Bell, Gulfstream, Falcon, Bombardier, Sikorsky as well as Unmanned Aircraft Systems. In addition to serving as the Vice President of both Engineering and Certification on a number of complex, wide-bodyaircraft completion projects, he has been a Lead ODA Administrator since 2013, a DER since2007, the founding Accountable Manager for a Part 145 repair station and stood up a PMA facility. Prior to commercial aviation, Mr. Olmsted retired as a 20-year US Naval Officer, specializing in combat weapon systems such as the AEGIS, Tomahawk, Harpoon, Standard missiles, and Naval Communications. He holds a Bachelor of Science degree in SystemsEngineering from the US Naval Academy and a Master’s Degree in Political Science from theUniversity of Lausanne, Switzerland.
